The incumbent of this position supervises environmental compliance specialists assigned to the region.
The incumbent of this position will be responsible for the enforcement of laws, regulations, andpermits within the purview of the Land and Materials Administration, and other specifically assigned functions of the Water and Science and Air and Radiation Administrations The incumbent of this position will be required to visit and inspect sites that may involve collection of environmental samples entail a variety of exposure to field conditions such as plant ivy, mold fungus, bird and rodent feces, biting ticks, wild animals.
The incumbent also will be required to visit and inspect areas containing chemical and physical hazards at a variety of contaminated or potentially contaminated sites (e.g.
service stations, oil refineries, uneven terrain, old landfills, spill areas, dilapidated buildings, debris-strewn sites.).
The incumbent may be required to lift heavy manhole covers, sampling equipment and supplies, operating and lifting heavy equipment, climbing down ladders, and wear respiratory protection while performing work activities.
During site inspections protective equipment is required and may include respirators and chemical protective gear according to site specific conditions.MINIMUM QUALIFICATIONS
Possession of a bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.Experience: Four years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.Notes:1.
Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required bachelor's degree.2.
Sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.3.
Graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required bachelor's degree.4.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.DESIRED OR PREFERRED QUALIFICATIONSIt is preferred that the selected candidate has the following:* Experience and/or knowledge in underground storage tank installations, removals, inspections and testing;o Be a certified Underground Storage Tank (UST) Inspector;o Be a certified UST Technician;o Be a certified UST Remover;o Be a certified UST System Precision Tester.It is also preferred that the selected candidate:* Have 40 hours Hazardous Waste Site Worker OSHA training;* Experience and/or knowledge with oil spill investigations;* Experience and/or knowledge with oil spill clean-up oversight;* Experience and/or knowledge with environmental site assessments.LICENSES, REGISTRATIONS AND CERTIFICATIONS1.

MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.
